This course provides a structured, system-oriented introduction to using administrative data and registers as sources for official statistics, with a focus on governance, quality considerations, and integration within the Generic Statistical Business Process Model (GSBPM).

Rather than focusing on technical data processing, the course addresses the strategic, organisational, and methodological conditions required to successfully develop and sustain register-based statistical systems.

  • Principles, prerequisites, and governance requirements for register-based statistics.

  • The role of administrative data within the statistical production process and the GSBPM.

  • Institutional and legal considerations, including confidentiality, data access, and coordination with data-owning authorities.

Outcome:
