I have worked as a lecturer, methodologist, manager, director, and advisor for two decades, leveraging data and statistics for the public good. My career focuses on strengthening statistical capabilities through leadership development, workflow optimisation, and quality assurance.
I have contributed to statistical projects across all stages, from design and data collection to analysis and dissemination, ensuring effective implementation at the organisational and executive levels. I have taught register-based statistics and represented Statistics Sweden globally in Latin America, Europe, North America, and Africa, contributing to several register-based censuses.
As a quality assurance expert, I have developed and implemented frameworks to ensure reliability, transparency, and efficiency. As an advisor at Statistics Centre Abu Dhabi, I recently helped modernise official statistics to align with global standards and user needs.
Trained at Statistics Sweden, I have collaborated with and learned from distinguished statisticians, enriching my perspective and professional growth. I hold a Licentiate in Statistics from Umeå University, Sweden.

In the UAE, he modernised statistics, established a Big Data Regional Hub, and supported Abu Dhabi’s first census based on administrative data. At Statistics Netherlands, he pioneered urban data centres, driving city-level policymaking and international capacity-building. Paul Grooten is a highly skilled advisor and data strategist with over 30 years of experience in data architecture, governance, and statistical transformation.
He has spearheaded initiatives such as transitioning Abu Dhabi’s data collection from surveys to administrative registers, fostering data-driven decision-making, and implementing best practices in data management and governance. His expertise also includes advising on data-sharing frameworks and governance for national and international organisations, including roles at Statistics Netherlands and the Nederlandse AI Coalitie.
Paul’s deep understanding of data systems and ability to bridge strategy with execution make him a key contributor to ORBICAP. He brings valuable insights to help organisations modernise workflows, enhance statistical systems, and build robust data governance frameworks, ensuring clients achieve sustainable and innovative outcomes.
Stéphane Dufour is an accomplished leader in statistical operations, organisational transformation, and international cooperation.
Over 34 years at Statistics Canada, he played a key role in modernising data collection, optimising operations, and leading major transformation initiatives. He held senior positions including Director General of the Collection and Regional Services Branch, Director General of the Human Resources Branch, and Chief Financial Officer, before serving as Assistant Chief Statistician for the Census, Regional Services, and Operations Field.
Actively involved in global statistical modernisation, Stéphane co-chaired the UN's High-Level Group for the Modernisation of Official Statistics (HLG-MOS), advancing international collaboration and innovation.
His expertise spans financial management, strategic planning, and operational leadership, making him a key figure in strengthening statistical governance.
Stéphane holds a bachelor’s degree in business administration (accounting) from Université du Québec en Outaouais, studied economics at the University of Ottawa, and completed a graduate certificate in Advanced Public Sector Management and the Advanced Leadership Program at the Canada School of Public Service.

Renan Serenini is a social statistician and policy evaluation specialist with over a decade of experience in national and international statistical systems. He holds a PhD in socio-economic and statistical studies from Sapienza University of Rome. He has worked with IBGE (Brazil’s national statistical office) and the Food and Agriculture Organisation of the United Nations (FAO). His experience spans large-scale data collection, analysis of official statistics, and economic research on food security and climate vulnerability.
His methodological expertise includes causal inference, spatial analysis, monitoring and evaluation (M&E), and the use of census and survey microdata. He has also contributed to academic collaborations, taught econometrics, and developed analytical tools such as the Python-based spreg package for spatial regression.
Renan supports ORBICAP’s international portfolio, focusing on research, capacity building, and the modernisation of social statistics. His ability to bridge academic insight and official statistics practices strengthens ORBICAP’s mission to deliver rigorous, policy-relevant statistical solutions.
Andrés Clavijo is a socio-economic statistician and policy advisor with a strong track record in national and international statistical systems. He holds a Master’s in Economics from Universidad de los Andes. He has led major initiatives in Colombia, Peru, and across Latin America, including as Director of Methodology and Statistical Production at DANE (Colombia’s national statistics office).
His expertise spans administrative data, survey design, the development of statistical frameworks, and the use of non-traditional data for the production of official statistics. He has advised organisations such as ECLAC, INEI, the Inter-American Development Bank (IADB), and the Bogotá Chamber of Commerce. Andrés also teaches university-level courses on big data, econometrics, and new methods for economic measurement, reflecting his commitment to methodological innovation.
At ORBICAP, Andrés contributes to international projects that integrate non-traditional data sources, automation, and AI into statistical production. His ability to navigate both institutional and data-driven environments supports ORBICAP’s goal of delivering adaptive, future-ready statistical solutions.
Strategic Advisor
Mart Mägi is a distinguished executive with extensive leadership experience across both the public and private sectors. As the former CEO of Omniva, the largest postal and logistics company in the Baltics, Mart brings strategic insights that enhance ORBICAP's business vision and growth.
Previously, as Director General of Statistics Estonia, Mart led the agency's transformation into a national data hub, integrating new technologies and aligning statistical production with evolving policy and business needs. His leadership contributed to modernising the national statistical system and enhancing its role in evidence-based policymaking.
Beyond his public sector experience, Mart has held key leadership roles in the financial and consulting industries, including at PwC Advisory and Swedbank Estonia. His work has focused on driving operational efficiency, business transformation, and strategic growth, making him a well-rounded advisor in both corporate and government settings.
Mart's international experience spans Europe and beyond. He has collaborated with stakeholders to strengthen data governance and digital transformation initiatives.
