Course: Monitoring, Evaluation, and Learning (MEL) for National Statistical Systems
Objective:
This course provides a practical framework for National Statistical Offices (NSOs) to design and implement effective Monitoring, Evaluation, and Learning (MEL) systems. It embeds MEL practices into statistical workflows to improve data quality, operational efficiency, and policy alignment. The course draws on ORBICAP’s expertise and insights from the PARIS21 report while aligning with global standards such as the Sustainable Development Goals (SDGs).

Introduction to MEL concepts and their application in official statistics, including the role of MEL in achieving the SDGs.
Best practices for defining and measuring key performance indicators (KPIs) like relevance, accuracy, timeliness, coherence, and accessibility.
Integration of MEL principles into statistical processes using frameworks like the Generic Statistical Business Process Model (GSBPM).
Tools and techniques for monitoring and optimising statistical systems.
Stakeholder engagement strategies to enhance the relevance and usability of statistical outputs.
Quality assurance protocols to ensure accuracy and comparability over time.
Leveraging digital tools such as GIS and data visualisation for real-time monitoring and evaluation.
Capacity building to institutionalise MEL and foster a culture of continuous learning and adaptation.
Outcome:
Participants will develop the knowledge and skills to establish and operate MEL systems tailored to their NSO's unique needs. They will learn to monitor and evaluate statistical systems using KPIs, effectively engage stakeholders, and translate MEL insights into actionable improvements. By the end of the course, participants will be able to align statistical outputs with international best practices and user expectations, ensuring transparency and accountability.
